Children are the category of the population in greatest need of protection. Along with pensioners, they cannot independently earn a living and support themselves. Social security for children is one of the most key issues in the life of society and its solution is directly related to the level of the country’s economy and the social well-being of both working and non-working citizens.

When is a child eligible for social security? 

The main legal act establishing the child’s rights to protection is the Constitution of the Russian Federation, art. 39 guarantees social assistance in the event of disability, illness, loss of a breadwinner and other conditions stipulated by law. In addition, the Family Code has been adopted in Russia, where the concept of the rights of the child is disclosed more broadly.

The legal acts clearly define the categories of those in need of social assistance from the state, these are:

  • children without parents;
  • disabled children;
  • victims of violence;
  • children living in a poor family;
  • children of refugees and displaced persons;
  • children with developmental disabilities.

This list is far from complete. There are many difficult situations a child can face. And the direct responsibility of social services is to provide him with material and moral assistance on the basis of the laws in force in Russia.

Social security rules for disabled children

In modern times, social security for children with disabilities is as follows:

  • receipt of social pensions by disabled children and family members providing care;
  • transport benefits;
  • housing benefits – the right to additional space, 50% discount on utility bills, priority right to housing;
  • tax benefits;
  • preferential health care – dispensing free medicines, spa treatment, rehabilitation, provision of the necessary technical means – wheelchairs, deaf devices and other technical devices;
  • social protection in the field of upbringing and education;
  • organization of special institutions.

It should be noted that social assistance to children in our country is quite developed and at the proper level. The system for protecting the rights of the child is constantly evolving and improving, but at the same time, parents and guardians need to monitor the observance of these rights on the ground and confidently seek their implementation.
